Removed bad covert operations: stealing energy/cosmite, decreasing relationships etc.
Intended for use with AI boost mods which make defense vs the operations impossible until very late game and for 1 vs 11 team game.

No longer getting -600 morale penalty and units deserting because there are 2 shakarn players on the map, no longer need to hide your energy/cosmite into production queue, no longer losing 100 points of reputation with NPC, no longer your colony dying to hunger because there are 2 Amazon players on the map.

Some research nodes become useless which is fine for the boosted AI.
