Main Info
The Buff Banner bugle in current TF2 is missing several material parameters, causing the bugle to appear flat compared to most other weapons (including other banner bugles), as they have these parameters.

This fixes that by adding the missing parameters and adding a phong mask, like how the other banners are setup.

The comparison video provided is slightly outdated as it represents the first version of this fix, but it should still get the general idea across.
