Dash Accessory Expansion

Description
Adds dash accessories throughout most of vanilla progression, with unique "empowered dashes" that grant effects when used.
Crafted at looms.

Also adds an NPC, the outcast, who sells scarfs based on bosses defeated.
Have a silk scarf in your inventory to allow them to spawn.

Currently adds:
- Silk Scarf + Outcast's Scarfs: No special abilities.
- Flinx Fur Scarf: Fires snowballs.
- Fossil Scarf: Grants defense.
- Jungle Scarf: Restores mana.
- Shadow Scarf: Grants movement speed.
- Crimson Scarf: Grants life regen.
- Necro Scarf: Fires bones.
- Strange Scarf: ???
- Frost Scarf: Fires ice scythes.
- Forbidden Scarf: Fires sand bolts.

how does the dash charge work? ive waited the time to see if it happens, waited the time while fighting things, looked in config for a button but i cannot figure it out

Most of the buff effects are pretty weak and don't really scale too well, but the dash is pretty cool for pre-Eye I guess. Haven't tried the scarves that attack, though.
Mainly just confused about what things like 1HP/s for two seconds is for, and I don't even remember how much defense the fossil scarf gives, heh.
