Improved Topbar - Short [3.2-3.7]

This is a release of the previous version of this mod for those, who do not play on 3.8 yet.

Feaures:
- advanced resources visible directly in the topbar
- compatible with any resolution from 1280x720 and above
- removed "Systems", "Planets" and "Pops" items as all important information is in "Empire Size"
- general cleanup of text and icon positioning
- tighter item spacing keeping everything legible
- bonus: shorter music controls bar and fix for weirdness at resolutions below 1366 horizontal

Note: Minimum horizontal resolution is 1280

Compatibility:
- multiplayer and Iron man compatible (no change in checksum)
- compatible with Universal Resource Patch
- generally not compatible with other UI mods

Warning:
- the mod is set as compatible with 3.*.* to avoid compatibility warning
- current version of mod is tested and working on Stellaris 3.8
- future updates of Stellaris may break compatibility without compatibility warning
