Four artificially created enviroments need housing and research points for the scientists, and all of them need electricity. Generators would throw off the readings, but as long as you get everything operational jumpers won't cost you the third star.

In other words you get 0 generators, but you do get jumpers as regular drops and 3 stars doesn't require a perfect score, only for you to get to the final round.
