Report a translation problem
simply create a new project inside Wallpaper engine, Select the specific image you want to add VFX or/and Animation to it. once new project is created and elements are added, you are able to add animation and VFX to all of your elements and images, even a specific part of your image.
BUT
if youre willing to go deep into animating and stuff you should consider learning after effects or anime studio... there are lot more animating softwares out on internet.
