Major Changes:
- Focus Tree changes to Germany and Soviets, combines both MR pact and trade focuses, makes benefits of cooperation larger for both sides and makes MR (mostly) mandatory.
- Less randomness on killing Trotsky as Soviets
- Less collaboration gain for collab operations. Max of 30% and each success gives 10%
- Reduced insane steal blueprints bonuses to something more reasonable
- Saved focus days from 10 to 30

Smaller Changes:
- Reduced punishment for moving supply capital
- Unit medal pp cost from 30 to 5
