Tomes Requirements Removed

Description
This Mod Removes the Requirements for all Teir4 and Teir5 Tomes.
All Teir5 Tomes have their Affinity costs reduced from 8 to 0.
All Teir4 Tomes have their Affinity costs reduced from 6 to 0.

Does Change the Tomes so may conflict with other mods that change Tomes Files.

I love this mod. But I agree that removing the Tier 3-requierements would be amazing.

Hi
I like using this mod because I prefer an independent choice of my tomes from my affinity.
But the requirements for the Tier 3 Tomes are still there, which really bothers me with my racial development.
Is it possible to remove these too. That would be great.
