Decreases the item rotation at Biggy's Reputable Weaponry from 24 hours to 1 game day (24 minutes).

Fully compatible with Portable Outpost.

Uses the Patch system, so should work with any other mod that doesn't change
the 'rotationTime' value in 'penguinweaponshop.object'.
