Report a translation problem
The time changing is not in function.
If you look at the coding in the files, he only has clock settings. There isn't even a subroutine for any kind of time cycle. My guess is this is just a Time Lapse video. Not a Time Cycle animation.
Some authors don't know the difference between Time Cycle and Time Lapse. Maybe that's the case here, and he just titled it wrong. If I'm wrong, that's fine. But it doesn't work regardless.
The timing is off for me too, in EST (-5). Sun sets in nyc between 5:10-6:25pm. It's 8:20pm right now but in the wallpaper it hasn't hit the darkest level yet. Between sunset and dusk. When IRL it's super dark. Tried the red reset button but that didn't make any difference.
