No Multiple Naval Invasion per HQ [DISCONTINUED]

This mod limits the amount of naval invasions per strategic region to one per 50 days per country.

Limitations:
-- Doesn't register whether you cancel the invasion, the states remain invalid to invade for the remaining period.
-- Doesn't prevent ai from cheesing, but they are limited to 1 naval invasion per 60 days anyway.

Original Mod:No Second Naval Invasion

Mod is exactly the same but is updated for compatibility with Patch 1.3.1
