Baggage cars for passenger's luggage have been around in one form or another since the earliest days of railroading, and have diligently provided storage space for all kinds of passenger trains, a more dignified means of parcel transport than a boxcar. Things are no different at the DSIR.

shortly after WWI, the DSIR took a long look at their passenger fleet (passenger coaches, sleepers, diners, parlor cars, observation cars and baggage cars) and decided to bring their aging "varnish" into the 20th century. Along with rebuilding existing cars to include new safety features such as steel construction and air brakes, the DSIR also purchased a variety of new equipment from established American firms such as Pullman and ACF. One of those new purchases was the 80 series baggage and mail cars. Originally consisting of 80 cars, several further orders on the same chassis plans extended the class to 87, with several being specially built as RPO's (railway post offices)
