Ruler Designer 40k Points achievement compatible

Description
Increases the points available in the character creator to 40k, allowing you make the ultimate character while having achievements available.

Based on D34DLY's glorious mod that does the same but only gives 4400 points.

Probably only works when creating a new character and not retroactively on a dude im already playing right

Yes, it's still up to date. It's never not been up to date. I just got some achievements.

The mod works, it's a single line of code, there's no need to update it, ever.
