I believe it might make a bit more sense if Metropolis Masters can't get Adept Settlers. Just like how Chosen Destroyers can't get it.

Hey, just wanted to confirm if you intended for the Lightbringers to "double dip" outposts into cities? They spawn both on first outpost spawn and being upgraded to a city. Nifty additions otherwise!
