Description
This mod removes the "Is Independent or a Tributary" check from all nation forming decisions, allowing subjects of any kind to form other nations.

I am also experiencing the AI not forming nations like Russia, Great Britain or Poland Lithuania

it doesn't seem to work for romania..

Mod technically still works with the new patch in the sense that it removes in the independance check for the player, but the AI doesn't seem to form some tags at all - muscovy and the poland-lithuania spent decades not forming RUS and PLC despite meeting all the conditions.
