Recruit able High Elf Spy Hero (Updated for 4.0)

Description
Finally got to this mini project. The spy unit is now recruit able through the tier 3 barracks and alith's special building. Caps are only increased by 1 per building (might add a tech or even increase caps for just Nagayrthe). You only get one until you build more because he's a little strong on his own. He has the proper stats in the game.

This mod is also radious ready out the box Its because he uses vanilla values. Hopefully the mod will get a variant submod by my good friend Kou.

Anyway, any feedback is welcome on what I should change, add, or adjust.

The thing is skill dumps connect to skill sets and the original one doesn't have a skill set. They never did, so I had to make a custom one completely for him. So no, no other mods skill dumps will work

No, no, I mean IF there's a skill dump from another mod that added one to the Hand of the Shadow Crown, there is no need to do a mod compatibility update with this one. Like, there's already several skill dumps that have added mod compatibility with the OG Hand of the Shadow Crown.

It's nice of you to be adding an in-built skill dump though. Good work :)

The og hand of the crown doesn't have any skills at all. I can make a skill dump for him tomorrow

Ah, I see. Thank you for the information. So, if there's already a skill dump given for the OG Hand of the Shadow Crown hero, it should work for this one already.
