■架空世界线变化：

在三十年代初期，英国的量子力学发展呈现爆炸式进步，工程学也爆发了惊人的潜力。Vedal博士在三十年代初期制造出了世界上第一台可编程电子计算机的原型。

在1935年末期，Vedal博士借助最前沿的量子力学支持带来的新数学模型和逻辑规则，利用了更先进的材料和工程技术的超级计算机Z2被制造出来。由于注意到了其未来的可能性，1936年起，英国开始将Z2投入实际应用。

玩家将要通过国策，开发出一台由Vedal设计并制造的虚构的量子超级计算机。Vedal博士认为，这些现象可以为人工智能的研究提供新的思路和方法，他开始设计一种基于量子逻辑的神经网络模型，希望能够让Z3具有自我学习和自我改进的能力。

他将这个项目命名为Neuro-sama。
