Description
Overhauls the Liberty tree to be more competitive with Tradition, while preserving the original theme and feel.

Liberty strategies are fundamentally more than Tradition - typically its a snowball strategy if you are lucky enough to have lots of luxuries early, and few neighbors to complete with for expands. Sometimes Liberty empires can be competitive with Tradition, but typically you are on a clock before the Tradition player's growth bonuses allow them to eclipse you in Science.

Liberty has trouble working specialist slots, and so has worse great person generation. It is slow to build buildings, delaying National Wonders and accepting lower odds of finishing World Wonders.

These are issues imposed by the nature of Civ V itself. A wider empire has to spend more total hammers on science buildings and faces steeper maintenance costs overall from having to pay for more buildings with cities that don't generate as much gold. It is just easier to generate science from a centralized population center, than it is if the population is spread over a wide empire.

Republic
- +1 Production in Every City. +25% Production when building National Wonders, and +15% Production towards the buildings they require.

Meritocracy
- +1 Happiness +2 Science from City Connections.

Collective Rule
- Speeds up the training of settlers by 50% in all cities (instead of only the capital) and a free settler appears near the Capital.

Finisher
- +1 Gold in each city. A free Great Person of your choice appears.
