Description
This is not a translate fix patch.

Replace vanilla Japanese operator voices with English voices.
Operator voices will be played when: recruited, (un)drafted, selected and died.

Not every operator has English voice pack, and those who do not have will still speak Japanese.

Individually switch voice type for a certain operator is currently not supported.
