HQ move tool

Description
The mod adds a HQ Move Tool that moves the Headquarters to another location.

The HQ Move Tool allows the player to select a new Headquarters location and start building the Headquarters at the new location.

The Headquarters CANNOT be moved if
1. There is no headquarters on the current map.
2. The Headquarters is currently being built or upgraded.
3. The player does not have enough resources to build a new headquarters.
4. The new location for the Headquarters is too close to another portal (the existing Headquarters is also taken into account).

The mod will not conflict with any other mods as all files in this mod are new.

New tool will appear in the new game and in saves.

- Japanese (Great thanks niya nekosuki @ discord)

Updated to Riftbreaker to 2.0.
Tested in Multiplayer mode.

In online mode, the fully upgraded HQ cannot be moved. This is the issue I encountered.

Hey you mod might be causing crashes for me and 1 other person, we are only using your mod and were trying to start a game. Would never start the game until we removed it, then it started first try after that. I know coop update is still pretty new but thought id mention it in case because I do legit like this mod and would like to keep using it if possible. Hopefully this gets resolved one way or another soon

Additional information from the game developers is required for the mod to work correctly.

So in Co-op we can move the HQ as long as its not tier 3 or above?

Solo work fine, only Multiplay - HQ with Tier 3 won't move to other space, it show hologram structur like stuck. until re-join hologram will gone.

Main bug - I cannt make HQ sellable now.
