Piety Rework

Description
Overhauls the Piety tree to be a viable opening choice,

Requires DLL - Various Mod Components

OLD

Piety appears maybe not intended to be an opening policy by itself; it was added in the Gods and Kings DLC, and then significantly changed in Brave New World, and is more useful to splash in a Liberty game or as a secondary tree after you complete Tradition or Liberty - There just aren't enough growth or production bonuses to make it even remotely competitive.

NEW

The tree has been changed to allow a full-on religious opening strategy to be possible without having to rely on another tree. This heavily coincides with changes to Pantheons and Religious belief in my other mod, so be aware Piety does not exist in the same environment it does in vanilla Brave New World.

Cities get bonuses for meeting certain thresholds of faith production. If you choose a faith pantheon, you are rewarded. Or, you can choose a more interesting growth or production pantheon and still reliably found a religion, and you will still get the faith-threshold bonuses after building both a shrine and a temple. And if you are a religious civ and get faith from traits, or a natural wonder or something, you can get the best of both worlds.

Organized Religion
- Now provided the old "Feed the World" food bonus, +1 Food from Shrines and Temples, and +2 Culture in each city if it produces +3 Faith per turn (one more than a shrine alone produces)

Mandate of Heaven (switched places with Religious Tolerance)
- +1 Production from Shrines, Temples and Holy Sites. +3 Local Happiness from and +50% Production towards the Grand Temple.

Reformation
- Gain a bonus reformation belief if you founded religion. +3 Science in each city if it produces +5 Faith per turn (Shrine and a Temple). (Reformation beliefs in my religion mod are much more empire focused instead of religion-spread focused).

Religious Tolerance (now has no prerequisites)
- Get the pantheon bonus of the second most popular religion. A free missionary appears. (The AI will sometimes choose this before they found a religion, and the missionary is useless. I'll fix this at some point. Probably.)
