Quality of Life fixes:

- increases max factories in state cap from 25 to 100
- increases dispersed and concentrated industry max building slots from 20% to 60%

- civilian factories are now 10000 production cost from 10800
- supply nodes are now 5500 production cost from 20000

- You can now add 30 dockyards on a capital ship production from 5
- You can now add 50 dockyards on a screen ship production line instead of 10
- You can now add 20 military factories onto railway gun production

- Changing or adding a battalion in a division will cost 1 xp from 5
- Changing or adding a battalion group will now be 2 xp from 20
- Changing or adding a support company will now be 0 xp from 10

- Max XP increased from 500 to 1000
- Supply planes can supply more units
