Chapters of the Imperium pt 2 & Starting Hero Compatibility Patch

Description
This is a compatibility patch to add a starting hero to the Blood Angels, Deathwatch and Dark Angels factions added in Chapters of the Imperium pt 2.

This is based on the Starting Hero mod by Phaeron Amarkun - https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2776994696

It also supports TMV so if TMV is enabled the starting heroes will be voiced.
