Play_As_NPC_Faction_Lite

Allow the player to fully play the stock NPC fractions, once the corresponding relic has been unlocked in the empier mode.

1. Starting Renow change from 50 -> 3500
- This allows you to buy all the units/ops/mods and a starting army using the NPC faction units on turn 1

2. Change the resource selection screen to allow 5 units/ops/mods (up from 3 each) for the map. Also lower the slot unlock requirements

3. Grant the use of DNA Injectors Hero mods (Chemist, Sharpshooter, Bouncer, Prowler), will cost 300/200/200/100 renow to buy from hero primary equipment menu; will require the Therian relic(unlocked).
- Note: Apex hero DNA Injector removed from renow purchase, due to the fact the item was too strong, and completely imbalaces the game (use the none lite version if you still want to use the Apex DNA Injector)
- Note: the DNA injector does NOT need vehicle piloting (NOR advance piloting trait)
