Embarked penalty

Description
This mod extends vanilla penalties for embarked units: -6 to all resistances (was -3 at vanilla) and 50% accuracy penalty. With this changes seas and oceans become much more dangerous for land units without naval or air support.

@gordon1hd1 Thx) I'll think about morale penalty, if land units still be dangerous at oceans. At the first blush, accuracy penalty is significant debuff for this units and with additional debuffs from tactical operations or units abilities such units becomes harmless targets (with 5 - 20% accuracy).

I love this change, maybe also decrease moral by 20% as well, so higher chance of fumble. I think with this change, maybe naval units can finally be useful.
