After residents of a trailer park lost their easy access to the local park facilities due to a new high speed rail line cutting past their neighbourhood, the parks department received numerous requests to provide a public meeting and picnic area from annoyed residents.

Due to only a small number of the mobile homes having permanent residents, the parks department was reluctant to invest a large sum in developing the infrastructure to either access the old park or build a new park. A junior planner proposed the "Picnic Site" - a small seating area with some public facilities.

To produce some income (and lower the maintenance costs) the planner included an advertisement board and a pair of vending machines both of which are powered by an small onsite solar array.
