The Hana Association is the strongest association, so even in the lower section there are quite strong Fixers (Don't be surprised that the battle pages are somewhere on the level between Urban Legend and Urban Plague)

Same, Its so boring playing modded before star of the city, especially when there is so much creative potential not to just make everything super strong, the weaker something is the more creative the people have to fight

I am also upset by the insufficient number of mods about Urban Legends or Urban Plague

Quite good mod. Love the early 4 die 4 cost as game really lacked 4 cost in general. Cards are indeed powerful enough to be in the described range. Recommend to try those cards on tier.
