This mod has a dependency on Hookable: Outliner

More information about the interest groups. Color highlighting of the groups (left) and the party (right). Percentage display of the population share, as well as the political pressure.

For some reason it blocks an Army window - i can go to Military window where one can mobilize armies, but that's it, i can't open any army window to change their details (regular and conscripts numbers or its composition.

This mod doesn't define the "icon_with_number_and_bar" widget, so when used on its own with the base mod but without the other add-ons it doesn't display the pop share and clout.
