Move quest tracker below hotbar

if you have like a really long actionbar mod or your screen is small or starbound is being bad the quest thing will be covered by the action bar .
and you can click it but then itll cover your actio nbar,.

thgis just moves it like 20 pixels lower
it looks okay if you actually need it. if you dont then it looks really shi​tty

also it uses new images for the box instead of overwriting old ones. so custom ui mods can replace them if they want to i guess . or sometthing
