It is good that Songhai was added in the west but the Eastern and Southern parts of Africa could use something else (especially the Zulu).
Also - is there an updated list of available formables anywhere? The on on the discussions seems to be missing the more recent additions.
You're doing good, but for example you also need Norway, Sweden, Denmark and portugal as puppets and you're going to need some land off Austria as well. I hope this helps but let me know if something is unclear
Personally, a native-led South African empire would be fun, with a branching decision to either expel, integrate or accept the foreign settlers. Maybe that means they're a primary culture, or maybe it means a significant reduction in radicalism for discriminated pops.
For instance, as Great Britain, having a subject or owning a state in the Scandinavian region triggers the option to pursue forming the North Sea Empire. Similarly, after either researching pan-nationalism or a set in-game period, the event to pursue forming the Imperial Federation is triggered -- inspired by real or alt-history calls for all territories to be brought together.
I typically have a goal in mind when I play a nation, anyway, and find other options in the meantime to be distracting.
By the way, there are two formable Oceanias, one I'm assuming came with the base game and another with your mod. I don't know if you meant to edit the vanilla one or if they're somehow an outdated artefact.
