Rebalanced the magic education and congenital traits to make them easier to get but weaker. Added the magical education traits to the ruler designer.

Added stat changes to the daedric worshipper traits and made them available in the ruler designer.

Significantly reduced the years added by the lifespan perks. Not lore friendly at all, just a personal gameplay preference.

Removed the health bonuses from birthsigns but increased the stats bonuses from all.
