Elder Kings - Hold Cities and Academies - Updated 8/18/2025

A submod for Elder Kings that allows all playable non-tribal governments to hold all types of holdings. including the new academy holding. Does NOT override religious doctrine when it comes to Temples so only those with Lay Clergy can hold Temples. I am a just and benevolent god.
