Deathrest do not increase Chem dependency

Description
Prevent Biotech's genetic chemical dependency to evolve while deathresting.
Should work on all types of chemical dependency including modded ones.

If another mod is also altering how genetic chem dependencies works, then incompatibilities is very likely to occur.

@AnthonyDPS no, this only affects dependencies that are gained via biotech genetic dependencies.

Does this affect normal addictions? Will a luciferium user die while deathresting?

In your About file, you need to put a <steamWorkshopUrl> for Harmony, it's throwing a warning on startup
