Infinite Builds

Description
Allows infinite building of civillian factories, military factories and dockyards in states, as long as you have the shared slots. Also allows infinite air bases and fuel silos.

This mod overrides common/buildings/00_buildings.txt and therefore, is incompatible with others that do the same.
