Realism Hard 13

Description
This is the hardest Realism Hard X mutation that works in an unmodified game. This is because Source has a default hard limit of 18 players which includes survivors, specials and tank. Any more S.I. would require kicking survivors, using a modified S.I. spawning algorithm or Metamod:Source + L4DToolZ.

:steamsad: Unfortunately, I have to keep a slot free for the random Tank to spawn, otherwise, I would need to slightly modify the spawning algorithm to use the 14th slot for SI only after a Tank has died of when far from THREAT areas. I thought it wasn't really worth sacrificing the vanilla aspect of the mutation for one extra slot. By the way, in practice, nothing has changed since the previous version effectively was RH13 because of bug #311 [github.com].

However, what I can do is include a second mutation in this addon/package that properly implements RH14 with all the extra vscript code. What do you guys think?
