Description

The mod allows you to edit Division templates for free.
Also, you can use the ship/tank/plane designer for 0XP.

I edit common/units/equipment/upgrades and /modules
If modules are changed by update, I would appreciate it if you could let me know in the comments.

I have resolved the issue preventing equipment upgrades like in non-DLC environments, as mentioned in the comments.

Due to the game system specifications, each level upgrade costs 1 XP with old upgrade system.

This should make it free for the AI as well right? (so even if it helps the player more, it helps the AI as well, which is a good thing)

This still works, but if you don't have the DLC installed, you won't be able to improve your aircraft or warships. (The old type of modification without DLC that uses EXP)
