You know that every good Civ player that goes for a culture victory immediately wins after researching the Internet, right? So, why would I want to build a wonder after I won the game?

In all seriousness, maybe move it back a bit. Computers or Radar, hell, I don't know. And buff it, because this is pointless.

In all honesty, +3 Culture at this late in the game is kind of useless. Tourism boost seems much more useful for the lategame, as stated below.

I guess jsahol meen a boost of cultural influence on foreign civs (which in game term translate as tourism).
Is it possible to have the network's impact based on membership, like a religion's influence in any city?
If you think of it internationally there probably wouldn't be that much culture boost for the owning civ. Moreover the most increase of influence would be for the civ which has the strongest culture anyways. It would then be just another platform to spread the culture already there.
