As you can see, the settings of the delivery missions are stored in the modes/career/sectors/sector_basic/sector_basic.rules file.
I wouldnt worry about the "no permissions to edit mod" warning, IMO you can't claim intellectual property on changing a single parameter.
In my case I also increased the max quantity of resources asked in missions by 4 times, in order to give a wider range of missions payouts. I'd recommend increasing the amount for iron and sulphur missions even more, since even with the 4x increase most of these missions pay less than 1k credits. Those two resources are plentiful, but very low priced.
And I run away since obviously you're not doing this for the community but just for your personal "glory"...
