Description
Fix for the bug:

Expedition Leaders may remain busy after the Expedition ends.

Makes it less likely to happen and gives a decision to unstick the explorer

The decision apears if you have any general or admiral that is "is_busy = yes"

I didn't see the decision when I loaded my save, so I switched to another mod.
