Remove Han From Accepted from Qing

Description
In order to make Han more Unhappier,


Remove Han from Qing primary cultures.

Also, Change Qing culture law.

And add opium as obsessions goods for Manchu because Opium War do not happen when Han is removed from Qing primary cultures.
