@Kranz In this system, historically, the senior partner will create tariffs on manufactured goods, but would allow raw materials to flow into their country. The mod makes sense, because you should not be able to sell anything to their other junior partners. This is not a free trade agreement such as NAFTA, a customs union was designed in the way the mod described where it is only a market for the senior partner, but bilaterial to that of the junior and senior partners.

@Kranz You shouldn't be creating a trade rout to them, it already exists. If you do this anyway, you are cheating the purpose of the mod. By reading this discussion the mod seems to work as designed, but you feel you should be able to take thier imports- not the way the system worked.

@Kranz, it makes sense though, because you are the junior partner in the union. Why would the overlord allow you to apply a tariff to their goods? The nature of the mercantilist system historically is that your market would be an open market for them to sell to, but they can control what you export to them.

I tried again and it does seem to work only for the overlord. When Britain establishes a trade route to me themselves, they apply their own layer of tariff but my tariff is not applied to them. When I create my own trade route to them, both layers of tariff apply.

I do use a lot of other mods so that might mess with it.

@Kranz In this mod, subject-overlord relationship internally contains trade agreements. If you try to make trade routes, you will find out there is no cost on bureaucracy. Or there may be a conflicts between another mods.

It only separates the market for me but doesn't create Trade Agreements between the overlord and the subjects.
