Settlement battle changes

This mod is a submod of HV Reskin, but works independently.

It is a compromise between official 2.2 patch and previous gameplay.
Removed the base defensive supplies income in the battle and Changed the settlement battle conditions.

lv 1 minor settlement - Land battle
lv 2 minor settlement - Settlement battle, 250 initial defensive supplies
lv 3 minor settlement - Settlement battle, 500 initial defensive supplies

lv 1 garrison building - 250 initial defensive supplies (+50 per turn when under siege)
lv 2 garrison building - 500 initial defensive supplies (+100 per turn when under siege)
