Legendary Surthara Bel-Kec for IE

Gives Surthara Bel-Kec, the faction leader of Tiranoc a custom skill tree with chariot mounts. The skills are (unless specified, effects apply to Surthara Bel-Kec only):

Tiranoc Chariot mount (level 4, missile chariot)

White Lion Chariot mount (level 14, melee chariot)

Ithilmar Chariot mount (level 18, missile chariot, this is by design for AI usage)

Aerodynamics: +5% campaign movement range. 15% vigour loss reduction for lord's army.

Reconnaissance: Campaign line of sight +25%. Enemy agent action success rate in local region -25%. Tiranoc Chariot in lord's army +10% ammo.

Lucky Charms: +5% Ward Save. Winds of Magic -5%. +5% missile resistance for Chariot and Bolt Thrower units in lord's army. Grants bound Amber Spear (3 uses).

Arrows of Slaying (3 levels): +2/4/6 bonus against large for melee chariots, agents on chariot mounts embedded in army, and Surthara Bel-Kec on Lion Chariot. Missile range +10%/20%/30%. Missile damage +10%/20%/30%. Grants magical missile attack on level 3.

Machines of War (3 levels): +5/10/20 reload skill for Tiranoc Chariot and Bolt Thrower units in lord's army. +5%/10%/20% movement speed for Chariot units in lord's army. -10%/20%/30% upkeep for Chariot and Bolt Thrower units in lord's army. Recruitment time for Chariot units -1 faction wide on level 3.

Tiranoc Archers, Armoured Archers, Ellyrian Reavers and Ellyrian Reaver Bows units have altered model with conical helmets and slightly changed unit cards.

High Elf Princesses have alternative helmeted appearance in Custom Battle to differentiate from Surthara Bel-Kec.

The mod is designed with Mixu's Mixer unlock in mind but can be used standalone if one wishes to encounter and confederate Surthara Bel-Kec normally in diplomacy.

High Elf Princess and Princes lords for Tiranoc faction now unlocks chariot mounts automatically with level up instead of starting with them.

To do:
Refine victory conditions. Currently target factions die without player intervention and I will need to figure out a way to buff them when playing as Tiranoc.
