I am pretty sure mods don't work on 1.3 because it's still a beta

Guys, if you have problems with banners going off screen, go to SteamLibrary\steamapps\workshop\content\261550\2877445271\GUI\Prefabs and delete the BannerEditor folder. The mod author mentioned this solution on Nexusmod and it worked for me
