Description
Upgrades For All is a simple mod that removes tier restrictions on upgrades - allowing tier 1 and tier 2 submarines to be upgraded as much as a tier 3.

The goal of this mod is to remove the "Tiering" system that forces submarine switches.

Class bonuses are not changed.
