Unnerfed Occupation Laws

Description
NOT ironman compatible

For: 1.12+

1.12 heavily nerfed compliance-gain laws.

This mod reverts changes to occupation laws to pre-1.12 values.

Martial law, harsh quotas, forced labor, and brutal oppression were left untouched as they were buffed in 1.12 instead of nerfed.

NOT compatible with mods that alter the occupation_laws.txt file (i.e. Equestria at War).

NOT TESTED FOR LATEST VERSIONS, USE AT YOUR OWN RISK.

This is likely not compatible will a lot of total conversion mods since modders like to add custom occupation laws. If this is the case please comment and I'll try to make a compatible version for them.
