東風谷研究所とは、神乃木リュウイチ氏によって「Cities:Skylines」を利用し開発している架空の日本都市「瑞城市」において、南天町・仲見世通り近くの地下に存在する謎の地下シェルター空間に本拠地を構える秘密組織である。

そこで開発されたバトルスーツ装置である「メサイアドライバー」を駆使して瑞城の街を守っている少女がサムネイルにある「スターフェアリーアビス」である。
その作品が属する"「スターフェアリー」シリーズ"は、2020年より架空の放送局である神岡民間放送が制作・全国ネットで放送している女性特撮ヒーローシリーズの定番作品となっており、老若男女問わず楽しめる特撮ドラマとして人気である。

本題に戻るが、そんなスターフェアリーアビス(以降 彼女)が駆けるマシンが「ブースト・ライザー」である。

東風谷研究所の自動車部はゼロからマシンを作れることで瑞城市内で噂されているが、その技術は本物で、瑞城市交通局自動車部から警戒対象としてマークされるほどである。

その東風谷研究所で制作されたこのマシンは空飛ぶクルマといった概念を構築したものである。

最高出力は3000Ps、浮遊飛行車両なので駆動方式は存在しない。
随所に最先鋭の航空技術と人工知能、自動制御技術などが搭載されており、時速400キロメートル以上の速度が出ていたとしても街中の一般車両を99.999999999%回避できる。

しかしこのマシンは先述の彼女しか扱えない特別なマシンで、車両を見かけた人は幸運に恵まれるといったうわさもある。
