Promethean can use Weapontechs

Description
Allows Promethean units to benefit from Arc and Laser upgrades and technology by making all Plasma weapons also count as Arc and Laser.
Bombs are now explosive. They can benefit from explosive upgrades.
Exceptions are Kirko and Shakarn versions, witch get Biochemical and Sonic+Laser respectively.

This mod does not add anything, it merely modifies the Abilities Type-tags and their corresponding allowed Upgrade-tags!
Possibly not balanced (for multiplayer), i made this for myself for empire mode.

But i dont wanna just modify someone else' project (and should not)
Also: i dont use it myself
If a mod uses the vanilla attacks, then they will also use the changes i made here
And lastly: i think you should only use one or the other mod, as both add some kind of multy-race support and both might be weird and/or unbalanced
