No Mutagen Degeneration for Moulder

Description
The in game upgrade to bring the Mutagen capacity from 100 > 200 doesn't work, and the mutagen will degenerate to 100 regardless of whether you have it. So I have simply removed the degeneration... well, it tries, but it degenerates 0 per turn.

Mutate responsibly.

While I love the idea, I can confirm this mod does not work. Mutagen still degrades normally when it's enabled.
