No Pulsing Screen Edges

Removes pulse effect from the texture on the screen edges (bleeding, hungry, thirsty, etc). Textures remains at 50% opacity so they don't obscure the screen much.

I've just started playing the game, so let me know if there are other UI elements that can get annoying and what you would like done about it, and I'll see if I can figure it out. I saw a lot of requests for visibility options while trying to put a stop to this effect, and since I have the dev kit, I need to make use of it.

Edit: No longer true! I can't make squat, the dev kit is too big to fit on my computer, I ain't downloading that again!
